The scheme aims to encourage developmental activities within these enterprises. These include:

Development of new or better products; and
Improvement of processes, practices and operations that will result in significant productivity gains.

- Applicant's Business Profile - include overall business goals/strategies and outline of business activities.
- Industry Overview - include products and services offered, target market in terms of customers, market niche, geographical coverage, competitors in the countries where the company is operating and industry trends and outlook.

- Management and Development Schedule
